Why smaller public administrations need to build capacity for data-driven policy making

Fondazione Bruno Kessler (FBK) – a partner in the Smart Cities project STARDUST – has produced a paper on data-driven policy making and the need for capacity building in smaller public administrations

Entitled Dataspaces, Public Administration, and Collective Rationality: Opportunities and Limits for Data-driven Policy Making, the paper argues that there is a need for capacity-building within public administrations to collect, manage and reuse data.

Based on their assessment of the obstacles and best practices in data gathering and reuse, the authors propose measures to make dataspaces scalable and accessible for smaller players, as a way to facilitate their participation in data-driven policymaking.
